The debt-reduction deal proposed by President Obama, Senate Democratic Leader Harry Reid and House Speaker John Boehner have reached a deal that caps spending by small amounts in the first two years, but sets caps on spending and allows a Democratic alternative to a Balanced Budget Amendment demanded by House Republicans.
