TRANSPORTATION Obama plans grants for high-speed rail President Obama is expected to award $8 billion in economic stimulus funds Thursday to develop high-speed rail corridors and sell the program as a jobs creator. Mr. Obama and Vice President Joseph R. Biden Jr. plan to announce grants for 13 major corridors during a town hall meeting in Tampa, Fla., on Thursday, the president's first public appearance following his State of the Union speech.
