As political decades go, the Aughts represented something of a split decision. Starting with George W. Bush's cliffhanger win in the 2000 presidential race, Republicans dominated the first half of the decade, highlighted by a precedent-defying win in the 2002 midterm congressional elections and Mr. Bush's re-election triumph over Democrat John Kerry two years later. But Democrats staged a strong second-half comeback, reclaiming Congress in 2006 and capturing the White House behind Barack Obama in 2008.
