Climate treaty’s goals may prove elusive

Representatives from nearly 200 nations will gather Monday in the Danish capital of Copenhagen for what is supposed to be the completion of a landmark international treaty to combat global warming. The event will go off as planned, but the goal will likely be unattainable because of divisions between rich and poor nations over how much they can reduce their greenhouse-gas emissions and how much they must pay to do so.
