Forty-three years after Vice President Hubert H. Humphrey told graduating cadets at the U.S. Military Academy at West Point that the war in Vietnam was essential to the stability of Asia, President Obama will use the same venue to pitch his plan to salvage the war in Afghanistan. The president will unveil his new strategy for the Afghanistan war in an 8 p.m. address to Americans on Tuesday. The top general in Afghanistan wants an about additional 40,000 troops, but military officials expect the president will deploy about 35,000, starting next year.
