"saved" means teachers, policemen and firemen showing up for work who would otherwise have been fired because bloated local budgets can no longer raise taxes without inciting riots in the streets. p.p.s.: Ever notice how your local municipality always threatens the three first line of defense public servants named above but never ever cuts the bloated bureaucracy.
