RSSU.S. Threatens Iran With Sanctions Over Nuclear Program, Though Effectiveness in Doubt

Some officials question whether another round of sanctions can stop Iran from carrying on its nuclear program unfettered. They’re especially concerned that Russia and China, two of the five permanent members of the United Nations Security Council, could undermine the effectiveness of any penalties by not signing on.
