		<description>Logically, abandoning a multi-level system whether it is a five level or 3 level (one if by land, two if by sea or off/null) implies that the system will be binary e.g., on/off -- siren on, siren off // beacon on / beacon off.  The simplicity of the system would be such that the panel that eliminates the multi - level system would never be needed again.  All that would be needed is a button or switch...  all the myriad and in many cases redundant systems using logic gates / filters and thresholds could be consolidated into a more streamlined switch or on / off button and the 70% of the first responder funds eliminated during the bush administration would be justified... the world&#039;s largest agency (DHS) could be streamlined and the money sent to actual first responders who would either respond or not respond and help / not help the impacted populace.</description>
