    Logically, abandoning a multi-level system whether it is a five level or 3 level (one if by land, two if by sea or off/null) implies that the system will be binary e.g., on/off — siren on, siren off // beacon on / beacon off. The simplicity of the system would be such that the panel that eliminates the multi – level system would never be needed again. All that would be needed is a button or switch… all the myriad and in many cases redundant systems using logic gates / filters and thresholds could be consolidated into a more streamlined switch or on / off button and the 70% of the first responder funds eliminated during the bush administration would be justified… the world’s largest agency (DHS) could be streamlined and the money sent to actual first responders who would either respond or not respond and help / not help the impacted populace.
