Suspects in November shooting spree facing felony charges, deportation

Two suspects in a November shooting incident have pleaded guilty to felony charges, while another faces deportation by U.S. Immigration and Customs Enforcement, according to Lt. Det. Frank Owens with the Winfield Police Department.

Phab Insaly, 20, Winfield, has pleaded guilty to discharging a firearm at a vehicle, possession of marijuana and misdemeanor criminal damage to property.

Eb K. Insaly, 26, Winfield, has pleaded guilty to felony criminal damage to property for his part in a November crime spree.

According to Owens, a third suspect, Thonghkam Soukaroune, 31, Winfield, had an outstanding warrant from U.S. Immigration and Customs Enforcement. All local charges were dismissed, and he was turned over to ICE, facing possible deportation, Owens said.
