The term “illegal alien” had been universally used by INS employees until the presidency of Jimmy Carter. It was Carter’s appointee for Commissioner of the old INS (Immigration and Naturalization Service), Lionel Castillo, who mandated that the term “illegal alien” be stricken from INS official vernacular. We were admonished never to use that term but to replace it, initially with the term “undocumented alien.” Several months later, this was changed by INS headquarters, and we were instructed to use the term currently favored by open borders advocates, “undocumented workers.” Out of frustration I began referring to such illegal aliens as “pre-citizens!”
