PHOENIX — The Arizona Department of Education must come up with a process to determine the citizenship of Arizonans seeking adult education classes and programs, Attorney General Terry Goddard said in an opinion issued Friday. Goddard wrote the opinion in response to questions from state Superintendent of Public Instruction Tom Horne about how to enforce Proposition 300. The initiative, overwhelmingly passed by Arizona voters in November, requires illegal immigrants to pay out-of-state tuition at the state’s public universities and colleges. Out-of-state tuition costs about three times more than what Arizona residents pay.The Voice
