What Do You Mean Congress Isn’t Commander In Chief?

They won last November’s mid-term elections largely because of their opposition to the war in Iraq.
So, when Democrats gained control of the U.S. Congress, it was with a clear mandate: end the war or, failing that, cut off funding for it, which basically amounts to the same thing.
But it hasn’t happened, and isn’t likely to.
Turns out that challenging President George W. Bush’s military policy is a lot trickier than the Democrats thought. For reasons they knew in advance: Congress has no say over the management of the war, which is constitutionally the president’s prerogative, and his alone. And for reasons they didn’t anticipate: their own internal divisions.
Well GOLLY! The realization has finally stuck them!
