When Texas Sheriff’s Deputy Gilmer Hernandez fired at the tires of the car whose driver attempted to run over him, he was only trying to stop the vehicle, not wound a Mexican woman with a bullet fragment — that’s why local and state investigators had no plans to bring charges against him.
