According to NYC officials there are approximately 150 pedestrian deaths a year. This would make the ratio 3/75 or so to people using electronic devices getting hit. Mathematically, it would make more sense to mandate everyone use an electronic device while crossing the street. It's emperically safer. What's next? A ban on smoking in privately owned establishments?...oh...wait... Lets do a little emperical research of our own:
