UK Stricter On Immigration Than US

I was shocked to hear that the UK is going to put more restrictions on LEGAL immigrants than we put on ILLEGAL immigrants here in the US.
UK to limit EU entrants’ working rights
The home secretary, John Reid, today announced restrictions on Romanian and Bulgarian immigrants’ right to work in Britain after their countries join the EU in January.Low-skilled workers would initially be able to work only in the food processing and agricultural sectors, Mr Reid said in a written statement to parliament.
Employers in other areas would have to prove they needed workers before immigration was permitted
This smells of wage protection for UK workers than allowing free markets to prevail. If they are legal, why impare their right to work?
